AREA TWO: THE STRENGTHENING OF DEMOCRACY
THE FORD
FOUNDATION SHOULD SUPPORT ACTIVITIES DESIGNED TO SECURE GREATER
ALLEGIANCE TO THE BASIC PRINCIPLES OF FREEDOM AND DEMOCRACY IN THE
SOLUTION OF THE INSISTENT PROBLEMS OF AN EVER-CHANGING
SOCIETY.
The
Foundation should support activities directed toward:

The
elimination of restrictions on freedom of thought, inquiry, and
expression in the United States, and the development of policies
and procedures best adapted to protect these rights in the face of
persistent international tension.

The
maintenance of democratic control over concentrations of public and
private power, while at the same time preserving freedom for
scientific and technological endeavor, economic initiative, and
cultural development.

The
strengthening of the political processes through which public
officers are chosen and policies determined, and the improvement of
the organizations and administrative procedures by which
governmental affairs are conducted.

The
strengthening of the organization and procedures involved in the
adjudication of private rights and the interpretation and
enforcement of law.
